Wisconsin GOP Senators Pass Stand-Alone Anti-Union Bill Without Democrats Present

WASHINGTON — In a bold gambit to put an end to the weeks-long budget standoff in Wisconsin, Gov. Scott Walker (R) split his controversial budget-repair bill in two on Wednesday, allowing the Senate to pass the most hotly contested provisions while their 14 Democratic colleagues remained out of state.

The parliamentary maneuver, first reported by local press, allowed the anti-collective bargaining measure to pass with just Republican support. Under Wisconsin law a 3/5s quorum is needed for a statute that is fiscal in nature. No such quorum is needed for non-fiscal matters.

It was also a 180-degree reversal by Walker and state Senate Republicans, who have insisted for the past three weeks that the collective bargaining provision was designed to help alleviate the state’s budget problems. State Senate Majority Leader Scott Fitzgerald (R) had previously said he would not attempt to pass any portions of the bill without Democrats present.

Wisconsin Democrats decried the move as an unprecedented and blatant end-run, but it was clear that they were powerless to stop it. Indeed, it took the conference committee only a matter of minutes to pass the severed off measure by a four-to-two vote. Minutes later, the same bill passed through the entire Senate by an 18-1 margin, with Sen. Dale Schultz, a Republican moderate who had proposed a compromise measure, lodging the only no vote.

Justin Sargent, a staffer to Senator Chris Larson (D-Wis.) called the maneuver completely unexpected. It showed, he added, that this “obviously wasn’t about any kind of financing, it was an attack on working families.”

Bloomberg poll: Public wants compromise, not shutdown (and cut the military, not Medicare)

A new national Bloomberg poll conducted by the respected pollster J. Ann Selzer has some bad news for Republicans:

Don’t shut down the federal government or slash spending on popular programs.Almost 8 in 10 people say Republicans and Democrats should reach a compromise on a plan to reduce the federal budget deficit to keep the government running, a Bloomberg National Poll shows. At the same time, lopsided margins oppose cuts to Medicare, education, environmental protection, medical research and community-renewal programs.

Gaddafi threatens armed resistance against no-fly zone

Imposition of no-fly zone zone in Libyan airspace ‘would prove west was trying to steal its oil’

Colonel Muammar Gaddafi has warned that the imposition of a no-fly zone in Libyan airspace will be met with armed resistance and taken as proof that western powers are trying to steal his country’s oil.

His defiant remarks came as pro-Gaddafi forces continued their assault on the city of Zawiyah and the country’s rebel leadership pleaded for the international community to close down Libyan airspace.

Britain and the US have discussed the creation of an internationally backed no-fly zone as a contingency plan in case Gaddafi refuses to step down in response to the popular uprising that erupted last month.

In an interview broadcast on Wednesday by Turkey’s state-run TRT news channel, Gaddafi said: “If they take such a decision it will be useful for Libya, because the Libyan people will see the truth, that what they want is to take control of Libya and to steal their oil.

“They want to take your petrol,” he said. “This is what America, this is what the French, those colonialists, want.” But he warned: “The Libyan people will take up arms against them.”

Barack Obama and David Cameron have agreed “to press forward with planning, including at Nato, on the full spectrum of possible responses, including surveillance, humanitarian assistance, enforcement of the arms embargo, and a no-fly zone”.

Dumb as a bag of hammers, or staggeringly deceitful? Of course, there’s always room for both with Rep. Michele Bachmann, who just “discovered” $105 billion in “secret” money in the Affordable Care Act. Here she is on Fox News revealing her “bombshell.”

Now, she might not have actually read the bill she voted on, or read the law she’s been lying about for all these months. That’s entirely possible. Because that “secret” money was right there, in the bill all along, as the House Democratic leadership team tweets:

There is no “secret money.” Three full months before the House passed the Senate bill, CBO – charged with accurately estimating the cost of legislation – provided a cost estimate of the legislation (Dec 19, 2009) that included the provisions Rep. Bachmann has just “discovered.” The final cost estimate was available on March 20, 2010 – a year ago. (CBO also concluded that the Affordable Care Act will reduce the deficit by $210 billion).
