A new bill introduced in Congress authorizes the Department of Homeland Security to set up a network of FEMA camp facilities to be used to house U.S. citizens in the event of a national emergency.

The National Emergency Centers Act or HR 645 mandates the establishment of “national emergency centers” to be located on military installations for the purpose of to providing “temporary housing, medical, and humanitarian assistance to individuals and families dislocated due to an emergency or major disaster,” according to the bill.

The legislation also states that the camps will be used to “provide centralized locations to improve the coordination of preparedness, response, and recovery efforts of government, private, and not-for-profit entities and faith-based organizations”.

Ominously, the bill also states that the camps can be used to “meet other appropriate needs, as determined by the Secretary of Homeland Security,” an open ended mandate which many fear could mean the forced detention of American citizens in the event of widespread rioting after a national emergency or total economic collapse.

Many credible forecasters have predicted riots and rebellions in America that will dwarf those already witnessed in countries like Iceland and Greece.

With active duty military personnel already being stationed inside the U.S. under Northcom, partly for purposes of “crowd control,” fears that Americans could be incarcerated in detainment camps are all too real.

Leahy: Investigate Bush Now

Senate Judiciary Committee Chairman Patrick Leahy insisted on Monday in firm and passionate terms that a comprehensive investigation be launched into the conduct of the Bush administration, saying anything less would prevent the country from moving forward.

Speaking at a forum at Georgetown University, the Vermont Democrat suggested the creation of a truth and reconciliation commission to uncover the “misdeeds” of the past eight years.

“Many Americans feel we need to get to the bottom of what went wrong,” said Leahy. “I agree. We need to be able to read the page before we turn the page.”

The Senator also stated that Attorney General Eric Holder never gave assurances to Republican Senators that he would not prosecute Bush administration officials who may have been involved in illegalities such as authorizing torture or warrantless wiretapping.

“There are some who resist any effort to investigate the misdeeds of the recent past,” he said. “Indeed, during the nomination hearing of Eric Holder, some of my fellow Senators on the other side of the aisle tried to extract a devil’s bargain from him in exchange for the votes — a commitment that he would not make… That is a pledge no prosecutor should give and Eric Holder did not give it. But because he did not it accounts for some of the votes against him.”

At one point, Leahy slammed the lectern with his right fist, underscoring the emotion he brought to the debate. His remarks referred to claims that Holder had provided Republicans on the Judiciary Committee a pledge not to prosecute Bush officials — claims that the Obama administration denied.

Leahy framed his commission idea — which he had not discussed publicly prior to Monday — as a middle ground of sorts between those who adamantly oppose investigations and those who say “we must prosecute Bush administration officials to lay down a marker.”

Last week, two British High Court judges ruled against releasing documents describing the treatment of Binyam Mohamed, a British resident who is currently being held at Guantanamo Bay. The judges said the Bush administration “had threatened to withhold intelligence cooperation with Britain if the information were made public.”

But The Daily Telegraph reported over the weekend that the documents actually “contained details of how British intelligence officers supplied information to [Mohamed’s] captors and contributed questions while he was brutally tortured.” In fact, it was British officials, not the Americans, who pressured Foreign Secretary David Miliband “to do nothing that would leave serving MI6 officers open to prosecution.” According to the Telegraph’s sources, the documents describe particularly gruesome interrogation tactics:

The 25 lines edited out of the court papers contained details of how Mr Mohamed’s genitals were sliced with a scalpel and other torture methods so extreme that waterboarding, the controversial technique of simulated drowning, “is very far down the list of things they did,” the official said.

Another source familiar with the case said: “British intelligence officers knew about the torture and didn’t do anything about it.”

GOP Leaders Embrace Rush Limbaugh As Their ‘Unofficial Leader’»

The Los Angeles Times’ Faye Fiore and Mark Z. Barabak observe that “Rush Limbaugh has his grip on the GOP microphone,” having become “the politically wounded party’s unofficial leader.” Limbaugh — who has declared his sincere hope that Barack Obama will fail — has seen his “prominence and political import” increased.

One example of Limbaugh’s influence, unmentioned in the article, is the fact that he coined the messaging strategy for stimulus opponents, referring to the economic recovery package as “porkulus.” On his Jan. 23 radio show, Limbaugh said “it’s not a stimulus, it’s a porkulus.” On his Jan. 28 show, Limbaugh introduced the term to Rep. Eric Cantor (R-VA):

LIMBAUGH: You could call this the “porkulus.”

CANTOR: Right. (laughing) Let me tell you something. It is porkulus. That’s a great description.

Limbaugh cynically wrote in the Wall Street Journal, “This ‘porkulus’ bill is designed to repair the Democratic Party’s power losses from the 1990s forward, and to cement the party’s majority power for decades.”

Eventually, Limbaugh’s phrase trickled down to Sen. Chuck Grassley (R-IA), who embraced the term. Watch it:

Bloomberg’s Hans Nichols wrote recently, “Every superhero needs an archenemy. President Barack Obama has yet to find one.” Rush Limbaugh is eager to acquire that role. And Obama has helped assign it to him when he made a private comment to conservative lawmakers about the right-wing radio host that quickly leaked out. “You can’t just listen to Rush Limbaugh and get things done,” Obama told top GOP leaders in a White House meeting.
