Who Watches Contractor-Held Property at State Dept? No One!

Back to our Afghanistan-contractors document for a minute. How could it be that the State Department could effectively lose $28 million worth of cars, guns, radios, computers, generators, and other not-easy-to-lose items? Probably because State doesn’t devote people to making sure the stuff is where the contractors say it is, in violation of federal regulations.

From the State Department Inspector General:

[Federal Acquisition Regulation] assigns certain responsibilities, such as reviewing contractors’ property control systems and approving the type and frequency of physical inventories, to the [contracting officer] or “the representative assigned the responsibility as a property administrator.” However, the Department had not appointed a property administrator for these contracts, and Department officials indicated that it was not the Department’s practice to do so. …As of September 30, 2006, according to the Department, contractors held capitalized government property with a total cost of about $144 million and a net book value of almost $49 million. Although the Department has not appointed property administrators in the past, [the Office of the Inspector General] concluded that contractor-held property has reached such a level that the amount of oversight necessary cannot be met effectively by the Department’s existing property administration structure and recommends the following.

The federal government uses many acronyms. Unfortunately, WTF isn’t one of them.

Bushisms for 2007 ~Will Democracy survive without him?

Well Bu$hco hasn’t disappointed us with his wit, humor, decisiveness, military prowess, and educational skills this year as he continues to lead the the most influncial and powerful country on planet Earth. Every day he makes monumental decisions about such things as helping the people of Lebanon or rescuing Buddhist monks in Burma. As “Commander in Chief” he is busy selecting generals that are suited for the conditions on the grounds of Iraq and attorney generals that are qualified for the Neo Conservative Idiology. This well qualified and many faceted man is the first president to be trusted with the power to take control of all three branches of government in the event of a terror attack or disaster. He will only be in power for one more year, then we will have an inexperienced political wannabe in the White House. How will our Democracy survive without him,or will it?

Will Bush Provoke Iran?

The unanimous conclusion of the 16 U.S. intelligence agencies that Iran ceased pursuing a program of nuclear weapons in 2003, has dealt a severe blow to the Bush-Cheney agenda of forcible regime change in Iran. For several months, the rhetoric emerging from the White House escalated to the point that many observers predicted Bush would attack Iran before he leaves office.

But although the new National Intelligence Estimate (NIE) makes it more difficult to carry out his agenda in Iran, Bush is trying to publicly undermine its conclusions. “I have said Iran is dangerous,” he declared, “and the NIE estimate doesn’t do anything to change my opinion about the danger Iran poses to the world — quite the contrary.” Will Bush provoke an incident with Iran and then respond in “self-defense”?
