FBI Prepares Vast Database Of Biometrics

$1 Billion Project to Include Images of Irises and Faces

CLARKSBURG, W. Va. — The FBI is embarking on a $1 billion effort to build the world’s largest computer database of peoples’ physical characteristics, a project that would give the government unprecedented abilities to identify individuals in the United States and abroad.

Digital images of faces, fingerprints and palm patterns are already flowing into FBI systems in a climate-controlled, secure basement here. Next month, the FBI intends to award a 10-year contract that would significantly expand the amount and kinds of biometric information it receives. And in the coming years, law enforcement authorities around the world will be able to rely on iris patterns, face-shape data, scars and perhaps even the unique ways people walk and talk, to solve crimes and identify criminals and terrorists. The FBI will also retain, upon request by employers, the fingerprints of employees who have undergone criminal background checks so the employers can be notified if employees have brushes with the law.

“Bigger. Faster. Better. That’s the bottom line,” said Thomas E. Bush III, assistant director of the FBI’s Criminal Justice Information Services Division, which operates the database from its headquarters in the Appalachian foothills.

The increasing use of biometrics for identification is raising questions about the ability of Americans to avoid unwanted scrutiny. It is drawing criticism from those who worry that people’s bodies will become de facto national identification cards. Critics say that such government initiatives should not proceed without proof that the technology really can pick a criminal out of a crowd.

Israel’s Incompentent Interior Ministry

Apparently, there is a government agency in charge of passports that is actually more incompetent than our own. Yay! The Israeli Ministry of the Interior was forced to issue this typo-laden advertisement [which we found on The Jerusalem Diaries] to make up for the fact that it issued some unknown number of typo-laden passports to Israelis. Now if only they could issue more statements or passports with even more typos, our government might actually start to take on the veneer of competency! [Yahoo News]

Poll finds Brown facing electoral “meltdown”

LONDON (Reuters) – Prime Minister Gordon Brown’s woes piled up on Friday as a new poll showed him facing a “meltdown” at the next election and the opposition accused him of breaking a pledge to deport foreign criminals.

As Brown prepared to take a rare holiday over Christmas, a YouGov poll for The Daily Telegraph found his personal approval rating had slumped to an all-time low and that the Labour Party was lagging the Conservatives by 12 points.

If replicated at a national election, the result would give the Conservatives a parliamentary majority while 100 of the 352 Labour members of parliament would lose their seats, the Daily Telegraph said, saying Brown was “staring at meltdown”.

Brown, who took over from Tony Blair in June, does not have to call an election until 2010.

The poll found 60 percent of people were now dissatisfied with Brown as prime minister compared with 27 percent in July.

Brown’s popularity has been eroded by gathering economic clouds, the first run on a British bank in more than a century and the government’s loss of half the population’s personal data.

Another row flared on Friday when the Conservatives said a leaked Prison Service memo showed immigration officials had “no interest” in deporting foreign prisoners who had spent less than a year behind bars.

They said the memo was at odds with Brown’s tough pledge in September to throw out “any newcomer to Britain who is caught selling drugs or using guns”.

“The result will be that foreign thieves, fraudsters, burglars and drug dealers will be released back into the community,” Conservative justice spokesman Nick Herbert said in a statement.

Both Labour and the Conservatives have taken a tough line in response to public concern about crime by foreign nationals in Britain.

Lin Homer, chief executive of the government’s Border and Immigration Agency, said the government was committed to removing foreign national prisoners who commit serious crimes.

“Nothing in this document changes that and in fact this year we have removed more foreign nationals than ever before,” Homer said. “We have repeatedly said we would target the most dangerous first which is why we are initially targeting those who have served more than 12 months…”

Britain may only deport prisoners from outside the European Union.

It is obvious who will speak for Israel at the “peace negotiations.” Israel’s elected officials, despite some well-managed contrary rhetoric, will speak for Israel, and probably offer no significant concessions.

Israel’s Vice Premier Haim Ramon has already clarified the future of the negotiations by a statement that circulated in an Associated Press report, Dec, 9, 2007: “Israel intends to hold on to all Jewish neighborhoods in Jerusalem, a position that undercuts the Palestinians’ claim to the eastern part of the city for their future capital.”

Who can speak for Palestine? The West Bank Palestinians are economically and politically separated from their relatives in Gaza, and both operate separately from the Palestinian community in the Diaspora. Hamas is divided. Fatah is divided. The Palestinians have no cohesion to create a unified voice, no power to present a coherent voice, no means to manage a compromising voice. It seems that the Palestinians have no voice, but the appearance is deceiving; the Palestinians have potent voices of international law and international reason. A major problem is they lack active support from an international community that has been negligent in providing the necessary means to implement United Nations (UN) resolutions and mandating accepted international laws.
